1.    Can you fax or e-mail a business license application?

A business license application cannot be faxed or e-mailed. It is a three-part carbonless application and needs to be picked up or mailed.

2.    How is the business license fee calculated?

The business license fee is based on the type of business and estimated annual revenue generated in Healdsburg.

Utility Billing

1.    What do I do if I can't pay my utility bill by the due date? 

Upon receipt of the reminder letter, prior to its due date, you may call Utility Billing Collections at (707) 431-3304 for possible payment arrangements.

2.   How can I avoid paying the $150.00 residential utility deposit? 

To avoid paying the $150.00 residential utility deposit, contact your current utility provider for a letter of credit or submit a signed Guaranty of Payment form from a current homeowner/utility customer who has paid in a timely manner for the last year.  

3.    How do I compute my residential winter water average use as the basis for my sewer charge? Why is the calculation done this way?

Residential winter water average use is calculated by adding the water billed on the December, January, February and March statements (defining 'winter') and dividing that total by 4. The reason these 4 months were chosen is that these are the months that are not impacted by irrigation.

4.    What is my residential winter water use if I do not have winter history?

If you do not have winter history, staff has calculated that an 'average single family dwelling' will use 6.7 hcf of water during the winter months. Council has adopted this amount for staff to use when no other data is available.

5.    How do I compute my residential winter water average use if I live in multifamily dwelling?

If you live in a multifamily dwelling, residential winter water average use is calculated by adding the water billed on the December, January, February and March statements (defining 'winter') and dividing that total by 4. Once the average for the entire dwelling is computed, staff then divides that total by the number of 'dwellings' in the building.

6.   Why am I being charged a drainage fee on my utility bill?

A drainage fee is being charged to your utility bill because the amounts collected each month contribute to the maintenance of the storm water drainage for the City.
