- Stormwater runoff occurs when rain or snowmelt flows over the ground. Impervious surfaces like driveways, sidewalks, and streets prevent stormwater from naturally soaking onto the ground. When stormwater cannot penetrate into the ground, it flows across surfaces to City storm drains or to local rivers and trubutaries. Stormwater that is not managed correctly can result in erosion, site damage and sedimentation in our creeks and rivers.
