NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Engineer of the City of Healdsburg at the Administration/Clerks office located at City Hall, 401 Grove Street, Healdsburg, County of Sonoma, State of California, until the hour of 2:00 p.m., on the 24th day of April, 2025, at which time they will be publicly opened and read aloud in the chambers of the City Council, 401 Grove Street, Healdsburg, California, for:
Construction of the
Base Bid - Rehabilitate Taxiway A (North), Taxiway A1, and North Apron
Alternate 1 – Rehabilitate Access Road and South Apron

The Work in general consists of the following:
- Base Bid Rehabilitation of Taxiway A North (1,000’ x 25’)
Rehabilitation of Taxiway A1 (170’ x 25’)
Rehabilitation of North Apron (1,800 sq. yd.)
- Alternate 1 Rehabilitation of Access Road (300’ x 12’)
Rehabilitation of South Apron (1,350 sq. yd.)
and other such items of work as are required to complete the Project in accordance with this Contract, the Project Plans and Technical Specifications.
The engineer’s estimate for the Base Bid is $ 290,000
The engineer’s estimate for the Alternate 1 is $ 168,000
This project is being bid with a Base Bid and one Alternate. The lowest responsible bidder will be determined based on the total of the Base Bid plus Alternate 1. The Owner reserves the right to award the contract for:
- Base Bid only, or
- Base Bid plus Alternate 1
as set forth in the bid form depending on available funding from the Federal Aviation Administration.

In accordance with California Public Contract Code Section 20170, all bids must be presented under sealed cover and include one of the following forms of bidder’s security: cash, cashier’s check made payable to the City, certified check made payable to the City, or a bidder’s bond. The amount of bidder’s security provided must equal at least ten (10) percent of the total of the bid price listed in this notice. The successful bidder must submit to the City complete, executed copies of all required documents within ten (10) working days of receiving written notice of award of the project. Bidder’s security of any successful bidder that fails to do so will be forfeited to the City. Such required documents include, but are not limited to, a payment or labor and materials bond in an amount of at least 100 percent of the amount payable by the terms of the project contract and that satisfies the requirements of California Civil Code Section 9554, and a performance bond in an amount of at least 100 percent of the amount payable by the terms of the contract. All project bonds must be executed by an admitted surety insurer in accordance with applicable law and acceptable to the City.
Pursuant to the provisions of Section 1720 et seq. of the Labor Code of California, the Director of Industrial Relations for the State of California has ascertained the current general prevailing rate of wages for employer purposes, in Sonoma County, State of California. Not less than the general prevailing rate of per diem wages for work of a similar character in Sonoma County and not less than the general prevailing rate of per diem wages for holiday work fixed as provided in the California Labor Code must be paid to all workers engaged in performing the project.
In accordance with the California Labor Code Section 1773.2, copies of the applicable determinations of the Director are on file in the City of Healdsburg City Engineer's Office and may be reviewed upon request.
This contract is also subject to Federal Davis Bacon requirements. Contractor shall not pay less than the prevailing rate of wages of the higher of state or federal wages.
A non-mandatory pre-bid meeting is scheduled for this project beginning at 11:00 AM, Wednesday, April 9, 2025, at the project site at Healdsburg Municipal Airport, Terminal Building, 1580 Lytton Springs Road, Healdsburg, CA, 95448.
In accordance with California Public Contract Code Section 3300, a valid class A California contractor’s license is required to bid on the project.
In accordance with California Public Contract Code Section 22300, except where prohibited by federal regulations or policies, the successful bidder may, on request and at its expense, substitute securities in lieu of amounts withheld by the City from progress payments to ensure performance under the contract in accordance with the contract documents.
FEDERAL PROVISIONS
The work to be done is being financed in whole or in part by means of a grant made by the United States acting through the Federal Aviation Administration of the Department of Transportation. This project is subject to the Federal provisions, statutes and regulations as set forth in the project specifications.
This project is under and subject to the Equal Opportunity Clause and Wage Rate Decision contained in the contract documents.
The requirements of 49 CFR Part 26 apply to this contract. It is the policy of the Sponsor to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Sponsor encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.
Small Business Participation: The Sponsor has established a Small Business Element in accordance with 49 CFR Part 26 to facilitate competition by small business concerns, taking all reasonable steps to eliminate obstacles to their participation and to create a level playing field on which small businesses can compete fairly. While there is no specific numerical goal assigned to small business participation the prime contractor should make every effort to solicit small business concerns (as defined in 13 CFR Part 121) to participate as subcontractors, service providers, suppliers, etc.
The Bidder must submit the Small Business Participation information with its proposal on the forms provided herein (Fostering Small Business Participation & Non-Certified Small Business Verification Form).

Title IV – Civil Rights Act – The City of Healdsburg in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
CARB Contracting Requirements. The California Air Resources Board (“CARB”) implemented amendments to the In-Use Off-Road Diesel-Fueled Fleets Regulations (“Regulation”) which are effective on January 1, 2024 and apply broadly to all self-propelled off road diesel vehicles 25 horsepower or greater and other forms of equipment used in California. A copy of the Regulation is available at https://ww2.arb.ca.gov/sites/default/files/barcu/regact/2022/off-roaddiesel/appa-1.pdf. Bidders are required to comply with all CARB and Regulation requirements, including, without limitation, all applicable sections of the Regulation, as codified in Title 13 of the California Code of Regulations section 2449 et seq. throughout the duration of the Project. Bidders must provide, with their Bid, copies of Bidder’s and all listed subcontractors’ most recent, valid Certificate of Reported Compliance (“CRC”) issued by CARB. Failure to provide valid CRCs as required herein may render the Bid non-responsive.
The City of Healdsburg reserves the right to postpone the date and time for the opening of proposals at any time prior to the date and time announced in the advertisement in accordance with applicable law.
The City of Healdsburg reserves the right to reject any and all bids or to waive any defects or irregularity in bidding in accordance with applicable law. In accordance with California Public Contract Code Section 20103.8, if the City elects to award a contract for performance of the project, the contract will be awarded in accordance with California Public Contract Code Section 20162 and other applicable law to the responsible bidder submitting a responsive bid with the lowest total bid price. All bids will remain valid for 180 days after the bid opening. Except as permitted by law and subject to all applicable remedies, including forfeiture of bidder’s security, bidders may not withdraw their bid during the 180 day period after the bid opening.
